The Staff Selection Commission (SSC) has released the official notification for the Grade “C” Stenographers (Limited Departmental Competitive Examination – 2025). Eligibility Criteria

General Eligibility

• Candidates must be regularly appointed Stenographer Grade “D” / Grade-III in the respective participating services or cadres.

• Eligibility will be determined based on approved service length as on 01 July 2025.

• Eligibility is subject to verification of service records, conduct, and fulfillment of all conditions mentioned in the notification.

Service-Wise Eligibility

Central Secretariat Stenographers Service (CSSS)

• Minimum 6 years of approved service as Stenographer Grade “D”.

• If appointed through competitive/LDCE exam, results must have been declared at least 6 years before the crucial date, with 5 years of continuous service.

• Deputation candidates with lien in Grade “D” are eligible.

• Relaxation for Select List Year 2018 candidates as per DoPT order dated 29.07.2025.

• Computer literacy required for transcription on computer.

Indian Foreign Service Branch (B)

• Minimum 6 years of approved service under IFS (B) Rules, 2017.

• Mandatory training programmes must be successfully completed.

• Candidates appointed before the new rules require 5 years of approved service.

Armed Forces Headquarters Stenographers Service

• Minimum 3 years of approved and continuous service.

• Competitive/LDCE appointees must have 2 years of continuous service after result declaration.

• Deputation candidates with lien are eligible.

Railway Board Secretariat Stenographers Service

• Minimum 6 years of approved service.

• Competitive exam candidates require 5 years of continuous service.

• Officials appointed before new rules require 3 years of service.

• Computer transcription is mandatory.

Election Commission of India Stenographers Service

• Minimum 3 years of approved and continuous service.

• Competitive exam candidates require 2 years of continuous service.

Central Vigilance Commission

• Minimum 5 years of regular service as Stenographer Grade “D”.

Age Limit

• No specific age limit has been prescribed.

• Eligibility is purely based on length of approved service as on 01 July 2025.

Salary Details

Selection Process

The selection process consists of three stages:

Part-A: Computer Based Examination (200 Marks)

• General Awareness: 100 Questions – 100 Marks

• English Language & Comprehension: 100 Questions – 100 Marks

• Duration:

  • 2 Hours

  • 2 Hours 40 Minutes for candidates eligible for scribe

• Negative Marking: 0.25 marks per wrong answer

Part-B: Stenography Skill Test (200 Marks)

• Dictation for 10 minutes at 100 w.p.m.

• Transcription Time:

  • English: 40 minutes (55 minutes with scribe)

  • Hindi: 55 minutes (75 minutes with scribe)

• Medium once selected cannot be changed.

• No exemption from the skill test.

Part-C: Evaluation of Service Records (APARs – 100 Marks)

• APARs will be evaluated for shortlisted candidates.

• No change in APAR grading will be entertained after evaluation.

Final Selection

• Candidates qualifying all stages will be selected based on combined merit.

• Separate merit lists will be prepared for each service/cadre.

• Selection will be subject to reservation rules.

Step 1: One Time Registration (OTR)

• Complete Aadhaar or ID-based registration.

• Verify mobile number and email via OTP.

• Fill personal, educational, and category details.

Step 2: Online Application Form

• Login and apply under Grade “C” Stenographers LDCE 2025.

• Fill service and cadre details.

• Capture live photograph and upload signature.

• Upload required service documents.

• Submit and take a printout.

Forwarding of Printed Application

• Printed application must be forwarded by the Cadre Controlling Authority to:
